Democracia e participação social no planejamento plurianual 2020-2023: uma análise dos resultados das consultas públicas no estado do Tocantins

Abstract

Modern democratic institutions have a huge institutional challenge to be faced when it comes to including society in their decision-making processes. The citizens’ participation, reduced only to their contribution through voting, hasn’t been enough to promote public policies of an endogenous agenda that provides effective solutions to reduce the inumerous social problems verified in democatic countries, above all in those of great territorial dimensions such as Brasil. The research that originated this work departed from the prerrogative that the strengthening of popular participation through public planning and the process improvement and assessment of the priority agenda in the State of Tocantins has the potential of reducing the distance between the population’s needs and the results that the regions signaled to the government. The object’s research investigation are sixty piorities chosen by the population of the regions of the state in 2019, occasion in which were realized public consultations, initiative of popular participation coordinated by the Secretaria de Planejamento e Orçamento do Estado do Tocantins (SEPLAN) (Secretariat of Planning and Budget of the State of Tocantins) in the phase that preceded the elaboration of the Planejamento Plurianual (PPA) (Multiannual Plan) tocantinense (tocantinsian) with execution between the years 2020 and 2023. The general goal of this research found out in what measurment the State of Tocantins executed the pirorities chosen by the population in the 10 regions contemplated by pulbic consults of the PPA 2020-2023. The chosen method consisted in an analysis of quantitative result elaborated from the cross- referencing of information about the physical deliveries and financial investiment realized by state bodies in compliance with the chosen priorities in 2019. The research’s results demonstrated that the chosen priorities in the consultations obtained 82% adherence to the public policies presented in the budgetary actions of the PPA 2020-2023, involving in the execution of these 11 action state bodies that disbursed over seven hundred million reais in acquisitions, constructions and 30 different types of services in areas related mainly to health education and infraestructure in the state. The investment made by the state in actions directly related to popular priorities represented 14.5% of the Investments made by the Executive Branch between 2020- 2023. In contrast to the positive results found, the research revealed the need for greater transparency and specificity in identifying this type of priority action, as well as the stipulation of specific goals that allow for assessments of the effectiveness, efficiency and efficacy of priority actions related to popular participation in the State of Tocantins.
