dc.description.abstractThis dissertation examines the inclusion of American Sign Language (ASL) in the curriculum of Bilingual Education for the Deaf in Brazil. Recent changes to the Brazilian Law of Directives and Bases of National Education (LDB) recognize this modality, ensuring Libras (Brazilian Sign Language) as the first language and written Portuguese as the second (Law 14.191/2021), while curricular reforms maintain the centrality of English in High School (Law 13.415/2017). Considering the difficulties faced by deaf students in accessing additional language instruction under linguistically accessible conditions, this study investigates whether a foreign sign language can be integrated into high school education, expanding communicative and cultural repertoires and opportunities for mobility and participation in international networks. The general objective is to reflect on the implementation of ASL as an elective component or teaching project within the Languages and Technologies pathway, as complementary training. The specific objectives are to evaluate its pedagogical viability (methodologies, materials, and teacher training) and to develop a progressive curricular matrix for its delivery. This qualitative and exploratory research combines the author's experience as a deaf student and teacher in bilingual schools and in interactions with international deaf communities, with a documentary analysis of curricular references and materials. The following were examined: the book *Signing Naturally*, as a reference for sequencing and communicative practices in ASL; the BNCC (Brazilian National Curriculum Base), to identify parameters and limitations in the curricular treatment of languages for deaf students; the City Curriculum: Libras (São Paulo), for its bilingual guidelines and focus on the visuospatial modality; and the References for Teaching Libras as L1 in High School, for aligning axes, objectives, and progressions. As a result, a progression matrix is proposed for the three years of high school, structured in integrated axes (use of sign language, deaf identity, and deaf literature/art) and described by knowledge objects, learning objectives, and a knowledge matrix. The proposal prioritizes visually oriented practices, authentic interaction, digital resources in sign language, projects and activities that value deaf culture, avoiding hearing-centric and hierarchical approaches. It argues that ASL should be treated as an additional language, complementary to Libras (Brazilian Sign Language), and not as a replacement, preventing forms of symbolic violence associated with the imposition of communicative models incompatible with the deaf experience. It concludes that the planned provision of ASL, supported by institutional conditions (specific teacher training, preferably for deaf teachers, and multimodal materials) and the participation of the deaf community, can strengthen bilingual education, expand linguistic autonomy, and promote the social and academic inclusion of deaf students.pt_BR

dc.description.resumoEsta dissertação problematiza a inserção da American Sign Language (ASL) no currículo da Educação Bilíngue de Surdos no Brasil. Alterações recentes na LDB reconhecem essa modalidade, assegurando a Libras como primeira língua e Português escrito como segunda (Lei 14.191/2021), enquanto reformas curriculares mantêm a centralidade do inglês no Ensino Médio (Lei 13.415/2017). Considerando as dificuldades de acesso de estudantes Surdos ao ensino de línguas adicionais em condições linguisticamente acessíveis, investiga-se se uma língua adicional de sinais pode compor a formação no Ensino Médio, ampliando repertórios comunicativos, culturais e oportunidades de mobilidade e participação em redes internacionais. O objetivo geral é refletir sobre a implementação da ASL como componente eletivo ou projeto de ensino, no itinerário de Linguagens e suas Tecnologias, como formação complementar. Os objetivos específicos são avaliar sua viabilidade pedagógica (metodologias, materiais e formação docente) e elaborar uma matriz curricular progressiva para sua oferta. A pesquisa é qualitativa e exploratória, articulando relato de experiência do autor, como aluno e professor Surdo em escolas bilíngues e em interações com comunidades surdas internacionais, e análise documental de referenciais e materiais curriculares. Foram examinados: o livro Signing Naturally, como referência de sequenciação e práticas comunicativas em ASL; a BNCC, para identificação de parâmetros e limitações no tratamento curricular de línguas para estudantes Surdos; o Currículo da Cidade: Libras (São Paulo), por suas diretrizes bilíngues e foco na modalidade visuoespacial; e os Referenciais para o Ensino de Libras como L1 no Ensino Médio, para alinhamento de eixos, objetivos e progressões. Como resultado, propõe-se uma matriz de progressão para os três anos do Ensino Médio, estruturada em eixos integrados (uso da língua de sinais, identidade surda e literatura/arte surda) e descrita por objetos de conhecimento, objetivos de aprendizagem e matriz de saberes. A proposta prioriza práticas visualmente orientadas, interação autêntica, recursos digitais em língua de sinais, projetos e atividades que valorizem a cultura Surda, evitando abordagens ouvintistas e hierarquizantes. Defende-se que a ASL seja tratada como língua adicional, em complementaridade à Libras, e não como substituição, prevenindo formas de violência simbólica associadas à imposição de modelos comunicativos incompatíveis com a experiência Surda. Conclui-se que a oferta planejada de ASL, sustentada por condições institucionais (formação específica de docentes, preferencialmente Surdos, e materiais multimodais) e pela participação da comunidade Surda, pode fortalecer a educação bilíngue, ampliar a autonomia linguística e favorecer a inserção social e acadêmica de estudantes Surdos.pt_BR
