metadata.dc.description.resumo: Este artigo apresenta documentos que influenciaram as discussões para a criação das leis que asseguram a libras e a educação de surdos. Faz reflexões sobre as pessoas com deficiências na história, as políticas públicas para pessoas surdas, aprofunda-se sobre os documentos internacionais que influenciaram e anteciparam a criação das leis que amparam a educação de surdos no Brasil, além de prever algumas perspectivas futuras relacionadas à educação de surdos. Trata-se de um estudo bibliográfico e documental com abordagem qualitativa, de natureza aplicada, com objetivos exploratórios, historicizando as políticas educacionais que asseguram a educação de surdos fazendo uma análise sobre a contribuição das políticas públicas para a inclusão destes nos processos educacionais. Os resultados desta pesquisa apontaram para fato que as políticas públicas para surdo vem cada vez mais se ampliando e que os eventos internacionas e nacionais que discutem educação de surdo ou acontecimentos que estimule a visibilidade linguística dando estatus a língua, motivam a dircursões que gera as criações de novas políticas para surdo. A Constituição Federal de 1988 já apontava para a garantia de direitos aos surdos e também aos demais portadores de necessidades educacionais especiais que ganhou força após a publicação de outras leis específicas para a educação, educação especial e educação de surdos. As legislações que sucederam a Constituição sofreram alterações ao longo dos anos que, embora parecessem insignificantes, foram ganhando força para atingir as conquistas ora alcançadas. É preciso considerar que os surdos, por grande parte da sociedade, não são vistos por suas potencialidades, mas pelas limitações impostas por sua condição. Dessa maneira, são vistos apenas como pessoas deficientes e, portanto, incapazes, o que além de triste é inadmissível na contemporaneidade. Este estudo teve como objetivo provocar reflexão à comunidade surda sobre seus direitos e aprofundar o conhecimento sobre os fundamentos das políticas públicas para inclusão de surdos.
Abstract: This article presents documents that influenced discussions for the creation of laws that ensure the pounds and the education of the deaf. Reflects on people with disabilities in history, public policies for deaf people, delves into the international documents that influenced and anticipated the creation of laws that support the education of the deaf in Brazil, in addition to predicting some future perspectives related to education of the deaf. This is a bibliographic and documentary study with a qualitative approach, of an applied nature, with exploratory objectives, historicizing the educational policies that ensure the education of the deaf by analyzing the contribution of public policies to their inclusion in educational processes. The results of this research pointed to the fact that public policies for the deaf are increasingly expanding and that international and national events that discuss deaf education or events that stimulate linguistic visibility giving status to the language, motivate the directions generated by the creations new policies for the deaf. The Federal Constitution of 1988 already pointed to the guarantee of rights for the deaf and also for other people with special educational needs, which gained strength after the publication of other specific laws for education, special education and education for the deaf. The laws that followed the Constitution underwent changes over the years that, although they seemed insignificant, were gaining strength to achieve the achievements now achieved. It is necessary to consider that the deaf, for a large part of society, are not seen for their potential, but for the limitations imposed by their condition. In this way, they are seen only as disabled people and, therefore, incapable, which besides being sad is inadmissible in contemporary times. This study aimed to provoke reflection on the deaf community about their rights and to deepen knowledge about the fundamentals of public policies for the inclusion of deaf people.
