metadata.dc.description.resumo: A presente tese pretende tecer reflexões sobre a Política de Educação no Sistema Prisional no Estado do Tocantins. Considerando que a Política de Educação é um direito inalienável da pessoa humana, no decorrer dos anos sofreu complexas transformações tanto na forma (religiosa, público, privado), quanto em sua organização (conteúdos, métodos, didáticas de ensino, modalidades) e legislações (diretrizes curriculares). No Sistema Penitenciário, a Educação nas Prisões adentrou tardiamente neste espaço carcerário e delineou um esforço para materializar a educação das pessoas privadas de liberdade, sejam elas em situações penais julgadas, provisórias ou egressas, devido às complexas relações e tensões entre infraestrutura física, segurança e as condições socioeconômicas e políticas. As atribuições e competências da Educação em Prisões encontram embasamento em legislações como: a Constituição Federal de 1988; a Lei de Diretrizes Básicas da Educação; a Lei de Execução Penal; a CNE/CBE n.11/2000 (Educação de Jovens e Adultos), CNE/CBE n.4/2010 (Educação Básica). Esta tese buscou analisar a trajetória da política educacional no sistema prisional tocantinense. Para alcançar tal objetivo recorreu-se à história para caracterizar a implementação da Política de Educação e a Educação em Prisões no sistema prisional tocantinense; compreender a relação entre o Estado Capitalista, a política educacional no sistema prisional e as transformações contemporâneas no mundo do trabalho, os projetos institucionais da política educacional no sistema prisional tocantinense e refletir acerca do desdobramento atual da Política de Educação para o mercado de trabalho, com enfoque na formação profissional e tecnológica da pessoa privada de liberdade. Nosso enfoque teórico-metodológico neste estudo, tomou como referência a pesquisa qualitativa, porém, foi utilizado alguns dados quantitativos estabelecidos por indicadores sociais do perfil de encarceramento para os sujeitos da pesquisa (homens e mulheres encarcerados) do painel interativo do DEPEN/INFOPEN, a pesquisa bibliográfica de autores e pesquisadores da tradição marxista, a fim de desvelar as categorias que referendassem o nosso objeto em questão. Nosso capítulo inicial tratou do percurso sociohistórico da Política de Educação e sua relação com o sistema prisional brasileiro, o que oportunizou compreender o percurso educacional desde interesses mercantis e que sinalizam de forma tímida a escolarização da pessoa encarcerada no Brasil. O segundo relaciona o Estado e as transformações societais advindas da crise sistêmica do Capital que rebateram na Educação e no mundo do trabalho. Os demais capítulos demonstraram os resultados da investigação, com os avanços e retrocessos da Educação em prisões no Estado do Tocantins, suas relações com projetos sociais de laborterapia, sua estrutura física e apontamentos para a busca da educação emancipadora para as classes subalternas privadas de liberdade, todavia, apontamos que na sociedade capitalista a educação pode ter a função de mediadora das reproduções sociais direcionada para o trabalho ou para uma nova sociabilidade que vislumbre a educação para além do capital.
Abstract: The thesis present intends to weave reflections on Education Policy in the prison system in the State of Tocantins. Considering that the Education Policy is an inalienable right of the human person, over the years it has undergone complex transformations both in the form (religious, public, private), as well as in its organization (contents, methods, teaching didactics, modalities) and legislation (curriculum guidelines). In the Penitentiary System, Education in Prisons entered this prison space late and outlined an effort to materialize the education of persons deprived of their liberty, be they in judged, provisional or egressed criminal situations, due to the complex relations and tensions between physical infrastructure, security and socio-economic and political conditions. The attributions and competences of Education in Prisons are based on legislation such as: the Federal Constitution of 1988; the Basic Education Guidelines Law; the Penal Execution Law; CNE / CBE n.11 / 2000 (Youth and Adult Education), CNE / CBE n.4 / 2010 (Basic Education). This thesis sought to analyze the trajectory of educational policy in the Tocantins prison system. To achieve this objective, history was used to characterize the implementation of the Education Policy and Education in Prisons in the Tocantins prison system; understand the relationship between the Capitalist State, the educational policy in the prison system and the contemporary transformations in the world of work, the institutional projects of educational policy in the Tocantins prison system and reflect the current unfolding of the Education Policy in the system for the labor market, focusing on the professional and technological training of the person deprived of liberty. Our theoretical-methodological approach in this study, took as a reference the qualitative research, however, we used some quantitative data established by social indicators of the incarceration profile for the research subjects (men and women incarcerated) of the interactive panel of DEPEN / INFOPEN, the documentary research (legislation) and bibliography of authors and researchers of the Marxist tradition, in order to unveil the categories that endorse our object in question. Our initial chapter dealt with the socio-historical path of Education Policy and its relationship with the Brazilian prison system, which made it possible to understand the educational path from commercial interests and which timidly signal the education of the person incarcerated in Brazil. The second relates the State and the social transformations arising from the systemic crisis of Capital that affected Education and the world of work. The other chapters demonstrated the results of the investigation, with the advances and setbacks of Education in prisons in the State of Tocantins, its relations with social projects of labor therapy, its physical structure and notes for the search for emancipatory education for the subordinate classes deprived of their freedom, however, we point out that in capitalist society, educacion can have the function mediating social reproductions directed towards work or towards a new sociability that envisions education beyond capital.
